The interior waterproof lining around the collar area is degraded and actively peeling/flaking. The rest of the internal lining throughout the body is currently intact. Because the collar coating is compromised, the jacket is no longer reliably waterproof. It works well as a lightweight, windproof outer layer if you do not mind the peeling collar interior, or if you plan to strip that section of the lining.
